Is there a way to medically soothe someone who is drowning in their own fluids?

    Yes. You can give meds to dry up secretions. There's suctioning. You can give Lasix sometimes to pull fluid off. If someone is really struggling, there's terminal sedation. Even in the home, you can give morphine or more ativan. People with air hunger can of course get really anxious and sometimes a little ativan relaxes that and then the morphine will take that sense of air hunger away.
